LEAD:  Governor Tony Knowles delivered a positive message to Alaska industry last night during his State of the State address.  And as Dave Donaldson reports, much of it was similar to issues the legislature has already put on its agenda. 

Governor Knowles credited a favorable business climate for a renewed interest in Alaska by developers during the past year.  He cited increased investment by the oil industry, progress on development of a natural gas pipeline, and a boom in the mining industry.  But he also reminded lawmakers that along with the development, comes a responsibility.

Knowles announced some of his priorities for the coming year -- A package of business incentives, recapturing the international salmon market, and focussing on value-added processing for the timber industry. 
The governor also included a push for a referendum on amending the constitution to allow a rural preference for subsistence.

Instead of directly responding to the speech, legislative leaders repeated their own promises for this yearís session.  Senate President Mike Miller said the Republican agenda begins with controlling spending.

House Speaker Gail Phillips called for work to correct maintenance work that has been deferred and educational reform -- with an emphasis on the basics.

Separate Tony Cut on National Petroleum Reserve Alaska.  

During his state of the state speech, Governor Knowles said he has not given up on the potential development of ANWR.  But he announce the results of his work with the White House on the National Petroleum Reserve Alaska.

He says NPRA may hold up to five and a half billion barrels of oil.
